The term “permanent residence” is commonly used in everyday speech, but the law uses the term “place of permanent residence.” This is an address registered with the state, which may not correspond to where you actually live. So you can easily still have your permanent residence registered at your parents’ home while living in a rented apartment in another city for several years.

Certain rights and obligations are tied to your permanent residence address; it is the officially registered address of the individual. The permanent residence address is used for population registration, health insurance, and tax obligations; it determines which government offices and institutions you fall under; and, among other things, it also determines in which electoral district you can vote.

If you’re wondering how to change your permanent residence, the correct term is “notifying the change of permanent residence.” You must complete this processin person at the registration office corresponding to your new permanent residence. You will need to present a form of identification, fill out the Permanent Residence Registration Form, and provide proof of your right to use the apartment or house—such as a lease agreement. If you do not have such proof, an authorized person may grant consent; written consent must generally have a notarized signature unless it is confirmed directly in front of a registration office employee. People typically use it when, for example, they’re staying abroad for an extended period or are renting a place, so their mailing address differs from their officially registered address.

This type of address is therefore suitable, for example, for students studying away from home or for employees working in a different city. A mailing address is also commonly used in business relationships, when a company wishes to receive invoices or other business documentation at an address other than its registered office.

Address for the Delivery of Official Documents and How to Change It

If you want public authorities to send you paper documents to an address other than your permanent residence, you can have a document delivery address entered in the population registry. This can be an address in the Czech Republic, an address abroad, or, for example, a post office box or delivery box.

For paper-based delivery, the address for the delivery of documents generally takes precedence over the place of permanent residence. However, if you have a data box for individuals and a law requires a public authority to deliver documents electronically, official documents will typically be delivered directly to your data box.

You can request the registration or change of your address for the service of documents at the relevant registration office. The Ministry of the Interior publishes a form for this purpose titled “Notification of Address for Service.”

Are a mailing address and a delivery address the same thing?

In everyday language, the two terms are often used interchangeably, but legally they may not mean the same thing. For example, you can provide your mailing address to an online store, a bank, or a business partner as the location where they should send you regular mail. In contrast,the address for service of process recorded in the Population Register is used, among other things, by public authorities for official service of process. Simply providing a mailing address—for example, to a merchant—does not automatically change the information held by the government.

Contact Address

A contact address is the address at which an individual or a company can be reached. A contact address may be the same as a delivery address or a mailing address, but it does not necessarily have the same legal standing as a permanent residence address.

People often provide their contact address in contracts, applications, or registration forms. It is extremely important to ensure that this address is up to date, because if you provide an incorrect contact address, you may miss out on important information.

Billing Address

The billing address is listed on invoices and tax documents. The billing address usually corresponds to the company’s registered office or the entrepreneur’s permanent residence. If the billing address differs from the mailing address, it must be listed correctly in business documentation.

The question “What is a billing address?” usually comes up when, for example, you ’re ordering a package from an online store and filling out the order form. The billing address is usually entered separately from the shipping address. In fact, you can easily list your permanent residence as the billing address, while using the address where you actually live, work, or similar as the shipping address. For businesses, it’s important to ensure that the billing address matches the information the company has on file with the commercial registry.

Virtual Address

A so-called virtual address is used as the registered office of an entrepreneur or business entity without the entrepreneur actually having to operate an office or place of business at that address. It is typically a paid service that provides the entrepreneur with a registered office address and often also includes the receipt or forwarding of mail.

Virtual addresses have become a commodity, functioning as a paid service for entrepreneurs who do not need a physical office but still want to have a registered office in a prestigious location. A typical example of using a virtual address: an entrepreneur wants the company’s registered office to be in Prague, but actually works out of Litoměřice. However, it is important for entrepreneurs toensure that mail can actually be collected at the given virtual address; otherwise, problems with the delivery of official documents could arise.

A Brief Overview of the Law Regarding Mail Delivery and Address Changes

• Government agencies do not automatically send all documents to a permanent residence address. They also take into account, for example, a data box, a registered mailing address, and the rules of a specific proceeding.
• If you have set up a data box as a natural person, the authorities will deliver documents to it electronically in cases specified by law.
• If the address is not correctly stated, “deemed delivery” may occur —that is, a situation in which , under certain legal conditions , a document may be considered delivered even if you have not actually received it. However, this does not automatically apply to every piece of mail or every incorrect address.
• You must notify therelevant institutions ofany change of address to avoid complications.
