The Ministry of Labour and Social Affairs has introduced a draft law on the so-called “super allowance”, which is to merge three benefits – housing allowance, child benefit and subsistence allowance – into one. The aim is to simplify the system and target support more effectively at low-income households.

The new benefit will be calculated automatically on the basis of data from state registers, with the claimant making a single application. The system will take into account income, housing costs and the number of children in the household. The payment will be monthly and based on automatic recalculation. The measure is also intended to tighten the conditions of drawdown for inactive persons of working age and to motivate them to work.

The bill passed the comment procedure in April 2025 and is now awaiting consideration by the government. The Ministry anticipates that the “super-benefit” could start to apply from January 2026. The legislative process, including approval by Parliament, will continue in 2025.
