The mobility allowance helps people with severe disabilities to manage everyday transport, whether to work, to the doctor or to run everyday errands. Find out who is entitled to Mobility Allowance, how to apply and what to look out for to avoid missing out.

What is the mobility allowance

Mobility allowance is a recurrent cash benefit designed to make life easier for disabled people. Its purpose is to contribute to the costs of transport, for example, when travelling to the doctor, school, work or the authorities. The benefit is regulated by the Disability Benefits Act.

The allowance is paid by the Labour Office of the Czech Republic and its amount is usually CZK 900 per month, or CZK 2 900 per month for a person who uses a medical device for long-term home oxygen therapy or pulmonary artificial ventilation for a whole calendar month.

The money is sent by bank transfer or bank transfer, even retrospectively if the applicant meets all the conditions but the procedure takes longer.

Unlike other benefits, the mobility allowance is not granted automatically – you have to apply for it and show that you meet the legal conditions.

Who is entitled to the mobility allowance

You are entitled to mobility allowance if you:

  • is over 1 year old,
  • has a disabled person’s card marked ZTP or ZTP/P (under the rules in force from 1 January 2014),
  • is repeatedly transported or is transported for a fee (e.g. pays for a taxi, ambulance or special transport),
  • does not live in a facility that provides residential social services – for example, a home for the elderly, a home for people with disabilities or a residential care facility.

Anyone who meets the above health conditions and is also a legal resident of the Czech Republic can get mobility allowance. Specifically, these are:

  • A person with permanent residence in the Czech Republic.
  • A person who has been granted asylum (international protection).
  • A foreigner without permanent residence, if his/her entitlement to the benefit is guaranteed by an international treaty.
  • A citizen of the EU or a member of his/her family who has been registered to reside in the Czech Republic for more than 3 months.
  • A foreigner with permanent residence in another EU country who has long-term resident status and is registered for long-term residence in the Czech Republic.

All of these persons must be actually resident in the Czech Republic.

All of these conditions (except the one on transport) must be met for the whole calendar month. The fact that the person is regularly transported is proved by an affidavit.

In exceptional situations, where the person has serious reasons and lives in a social care home, the Labour Office may also grant the allowance. However, in this case, an affidavit is no longer sufficient, but you must prove your transport in another reliable way, for example by a certificate from the transport company or another document.

The law does not stipulate the exact number of journeys per month, but in practice the Labour Office requires that they be regular and repeated journeys. This may be transportation to the doctor, to work, to school, to therapy sessions, or to the authorities. It does not matter whether it is a taxi, ambulance, own car, special transport or a combination of different ways.

It is good to know that the claim is reviewed regularly. The Jobcentre may require a new medical certificate or that the person still meets the mobility conditions.

A disability card always has a limited validity period. If it is not renewed in time, you may automatically lose your entitlement to mobility allowance. It is therefore advisable to start the renewal process 2-3 months in advance.

How to apply for a mobility allowance

Applying for a mobility allowance is relatively simple, but you need to take care to avoid unnecessary delays or rejection. First you need to obtain an application form, which is available from the Labour Office or online on the MLSA portal.

The application form should be filled in with your personal details, account number and information that you are a holder of a disabled person’s card or a disabled person’s PTP/P card. The completed application can be handed in person at the Labour Office, sent by post or submitted electronically via a data box.

The Job Centre will then assess your claim and usually make a decision within 30 days.

What to do if your mobility allowance application is rejected

It happens that the Job Centre rejects a claim – often because of incomplete information, missing documents or a different interpretation of a medical report.

If you disagree with the decision, you can appeal within 15 days of receiving it. The appeal must be submitted in writing through the Labour Office that issued the decision and will be considered by the Ministry of Labour and Social Affairs.

The mobility allowance does not affect entitlement to other benefits, such as the special assistance allowance or the motor vehicle allowance. You can get more than one benefit at the same time if you meet the conditions for each one.

If the application is refused, you can appeal within 15 days, provide new evidence or use the help of a lawyer, and in the last resort, defend yourself with an administrative action. Children with disabilities can also receive the allowance, it is not conditional on owning a car and entitlement is reviewed periodically.
