The new Civil Code has been in force for two years. However, the Ministry of Justice has been preparing an amendment for a long time, which should come in the middle of the year. Justice Minister Robert Pelikán has made no secret of his aim to remove some of the ambiguities and often-criticised errors of the Civil Code. In the area of labour law, this includes a return to the protection of uninterrupted schooling, where it should be possible to conclude an employment contract only after completion of schooling. However, other minor technical changes are also being considered.
Most likely, an electronic revenue registration system for the sale of goods and services (EET) will be waiting for us in the new year. It should enable fast communication between entrepreneurs and the Financial Administration. However, the controversial instrument has yet to win a victory on the floor of the Parliament, where an obstructive opposition is plotting against it. We will leave the details for another time.
According to the Labour Ministry, 2.3 per cent of workers receive the minimum wage. Since the beginning of this year, the minimum wage has increased from CZK 9,200 to CZK 9,900. The hourly rate will increase from CZK 55 to CZK 58.70. The growth of the minimum wage has therefore recently taken on a completely different pace than usual.

The Consumer Protection Act will also undergo changes in the new year. In addition to the new, more precise and detailed regulation of unfair practices, it will bring us a rather significant improvement. Until now, with certain exceptions, the consumer had to go to court if he wanted to enforce his legal rights against the will of the trader. Now he will also be able to use out-of-court proceedings to enforce his claim in all areas of consumer law. In particular, the Czech Trade Inspectorate will be the competent authority authorised to resolve consumer disputes.
The purpose of the amendment to the Building Act is to introduce a system that will require only one decision on the building permit. This will simplify and speed up the permit procedure.
We will have new tools in the fight against corruption in 2016. Public procurement will be simplified, for example by removing the obligation to cancel a tender procedure if there is only one bid. The expected anti-corruption law on the register of contracts will also come into force. Municipalities, regions and the state will be obliged to publish contracts over CZK 50,000 in a central register. Unpublished contracts will remain valid.
An interesting novelty is the possibility to buy a traffic sign on request from the new year. There are already queues for them and the most humorous ones are on sale. However, they are not profitable for the mafia, because such a “Fantomas” sign is easy to remember.
