Constitutional Court launches AI chatbot: new way to access case law in NALUS, but without “legal advice”

At the end of February, after several weeks of trial operation, the Constitutional Court deployed a chatbot using artificial intelligence on its website and in the NALUS database. This is the first similar use of AI on the website and in the case law databases of Czech courts – the tool is intended to facilitate searches in the decisions of the Constitutional Court and queries in foreign languages, while the answers must always be verified in the referenced documents.

The AI chatbot is available on the website of the Constitutional Court and directly in the NALUS database and allows you to ask questions in “free form” – i.e. without exact legal formulations, with typos or in different formats of file markers. According to the court, it answers exclusively on the basis of data from the official website of the Constitutional Court and publicly available decisions in NALUS, and attaches a link to the specific decision on which it is based to each answer. At the same time, the CA emphasizes that the chatbot is not intended to provide legal advice or predict the outcome of litigation; the responses are not the official opinion of the court and the user is always to verify their accuracy.

From a practical point of view , the innovation can increase the accessibility of case law for the public and professionals – especially thanks to the natural language of the questions and the support of foreign languages. At the same time, it may change “user habits”: instead of working with advanced search, some users will move towards AI-generated answers, which emphasises source checking, correct interpretation and working with the context of the decision. In the future, further development of the tool (improving features, accuracy and user interface) and increased interest from other institutions in similar solutions can be expected – even as the Constitutional Court points to pressure on operating expenses (down from 41 million CZK in 2021 to 25.7 million CZK for 2026).
