A major amendment to the Education Act came into force with the new school year. It will affect not only school enrolment, but also the possibility of deferring school attendance, the form of school leaving examinations, the financing of school operations and the assessment of pupils. Some changes have already been in force since September, others will come in 2026.
Enrolment in the first grade will now take place from 15 January to 15 February, not in the spring as before. Enrolment in kindergartens will be postponed until March or April. The changes respond to the need for schools to have timely information on pupil numbers and to adjust capacity and staffing accordingly. Parents need to plan earlier than in the past and also apply early for any deferrals.
But this will not be so easy – stricter rules apply from September. Deferment of compulsory schooling will only be possible with the approval of the counselling centre and the recommendation of a medical professional (e.g. a psychologist). The amendment also phases out so-called additional deferrals. Another novelty is the possibility for schools to replace part of the school-leaving examinations with profile work. And from January 2026, the financing of operational staff (e.g. cooks, school caretakers) will be transferred from the state budget to regions and municipalities. School psychologists, on the other hand, will now be paid centrally by the state.
