The Czech Republic will participate in a European competition to build a large-scale computing center for artificial intelligence. The government’s approval does not yet mean that a gigafactory will actually be built in the Czech Republic; however, it allows the Ministry of Industry and Trade to enter into an agreement on joint public procurement with the European joint undertaking EuroHPC.
The AI gigafactory is intended to provide computing power for the development, training, and operation of the most advanced artificial intelligence models. If the Czech project is successful, the infrastructure—comprising tens of thousands of AI accelerators—would serve research institutions, universities, startups, technology companies, and public administration. The European Commission anticipates that these facilities will have a capacity exceeding 100,000 advanced AI processors and, as part of the InvestAI initiative, plans to mobilize 20 billion euros to support them.
The project is to be financed, owned, and operated by a private investor. If the Czech bid is successful, the state will commit to purchasing a portion of the computing capacity: in the first phase, for 2.5 billion crowns, with the European Union matching that amount. Payments are scheduled for the years 2028 through 2032, based on actual performance utilized. The European call for proposals is set to be announced in July 2026, and the results of the competition are expected by the end of the year. For the legal profession, the potential implementation could lead, in particular, to new contracts for the provision of computing capacity, public procurement, and requirements for data security and compliance with AI regulations; however, the government’s decision itself does not impose new obligations on operators of artificial intelligence systems.
