The merger of the courts may be postponed. The ministry is considering a pilot start and reform only from 2028

The reform of the district courts will probably not begin in the originally planned scope as early as 1 January 2027.Czech Justice Minister Jeroným Tejc admitted two options: a pilot phase in Prague, Brno and Plzeň, or a later comprehensive start of the entire change in 2028.

The Justice Ministry wants to reduce the number of some courts and distribute the work among judges more efficiently. According to the current proposal, the number of district courts in Prague would be reduced from 10 to four, while the number of district courts in the Pilsen district would be reduced from 10 to seven. Judges from the courts that would be dissolved would be transferred to other courts, and the ministry is talking about guarantees in terms of salary and commuting availability.

But the change is raising concerns in the judiciary. The Judges’ Union warns that the reform of the court map must not be rushed and must be preceded by thorough preparation and analysis of the impact on the length of proceedings and the availability of judicial protection. The technical and organisational readiness of the judiciary, particularly with regard to the filing system and information systems, is also criticised. The Ministry, on the other hand, argues for savings, better organisation of work and the fact that the first wave in large cities should be the least noticeable to the public.
