Patients do not need a mobile app or a smartphone to use the electronic referral form. If a doctor issues an e-referral, they must provide the patient with its identifier in writing and, upon request, also provide a paper copy of the referral.
Using the identifier, the facility that is to perform the requested examination or other medical service will locate the e-Request. The patient may also ask the issuing physician to forward the identifier directly to a specific provider, such as a selected laboratory or specialty clinic.
Those who prefer paper can ask their doctor to print out the e-request. This is not merely a courtesy on the part of the doctor’s office, but a legal obligation under Section 31a of the Act on the Digitization of Healthcare. These rules take effect on January 1, 2026.
