EU agrees to introduce digital driving licences

on 25 March 2025, the EU Council and the European Parliament reached a preliminary agreement on a major update of the Driving Licence Directive. This reform brings several key changes

  • Digital driving licences: by the end of 2030, a single digital driving licence will be introduced across the EU, accessible via mobile devices and stored in the European Digital Identity. However, physical licences will remain available on demand. In the Czech Republic, the eDoklady app was launched on 20 January 2024, allowing citizens to have digital versions of their ID cards on their mobile devices. This application should also include digital driving licences in the future.
  • Driving with an escort from the age of 17: However, this option is not new in the country. From 1 January 2024, 17-year-olds can obtain a Group B licence and drive under the supervision of a mentor. The mentor must meet specific conditions, including holding a Group B licence for at least 10 years and having no driving record.
  • Testing period for new drivers: this measure is also already in force in the Czech Republic. From 1 January 2024, a “driving licence on probation” system has been introduced. New drivers have a two-year probationary period, during which they are subject to stricter supervision. If they commit a serious offence during this time, they may be required to undergo special training and a psychological examination.
