If you present a valid ticket at the check, even if it is on your mobile phone, you are not normally liable to pay a fine. However, the carrier often argues that you did not present your ticket on time or in the required form. Whether a fine is justified depends on the specific circumstances.
What matters is whether you had a valid travel document at the time of the check and were able to produce it within the time required by the check. For example, if there were technical problems (mobile phone out of charge, signal failure, etc.), it depends on the rules of the particular carrier and the reasonableness of its procedure.
