The law defines the state of housing emergency and creates a framework to prevent it. In practice, there is to be a network of contact points where people can get expert advice, help in finding housing and in communicating with the authorities. Newly, municipalities will also be able to draw financial support if they provide their flats to people in housing need.
The law also includes the introduction of a system of guarantees for private landlords who are willing to enter into a rental agreement with people in a difficult situation. The guarantee is intended to reduce fears of non-payment of rent or damage to the flat. The law is now awaiting consideration in the Senate. However, it faces considerable criticism from the opposition.
