The European Commission has put forward a proposal for a regulation that would for the first time introduce mandatory monitoring of users’ private communications on the internet. While the original proposal allowed service operators to voluntarily search for objectionable content, the new version would make blanket scanning mandatory, including for services using end-to-end encryption such as WhatsApp or Signal.
Discussions between member states have been ongoing since 2022, when the proposal was first put forward. The Czech Republic, along with some other countries, opposes the adoption of the measure, citing privacy concerns and technical impracticability, and seeks to form a blocking minority. However, the proposal has support in most Member States, such as France, Italy and Spain.
Further negotiations are taking place under the Danish Presidency of the EU Council, which has made Chat Control a priority. Member states have until mid-September 2025 to formally express their positions and a vote on the proposal is expected on 14 October.
