New legislation
The Chamber of Deputies unanimously approved a new law on the entry and residence of foreigners, which is intended to replace the current law from 1999. The biggest changes are expected to include the transition of residence administration to a digital platform, mandatory registration of EU citizens, and new tools for migration control and the revocation of residence permits. The law now heads to the Senate and is expected to take effect on January 1, 2029.
The new regulations will be based on the new ICAS information system, through which residence permit applications will be processed and online communication with the government will take place. The system will be linked to other public administration databases, which should speed up both the granting of residence permits and the monitoring of their conditions and any revocations. The law also increases the responsibilities of so-called “guarantors”—such as employers, universities, or sports clubs—who will have new reporting obligations.The government will also gain broader authority to set quotas determining from which third countries, for what purpose, and in what numbers foreigners may enter the Czech Republic.
Another significant change is the mandatory registration of EU citizens, which is currently voluntary. According to the proposal , this would apply to EU citizens residing in the Czech Republic for more than 90 days; the government hopes this will result in a more comprehensive registry of foreign nationals. At the same time, the law strengthens the ability to revoke residence permits for individuals convicted of criminal offenses or those posing a risk to public order or internal security. According to the Ministry of the Interior, the key conditions for obtaining a residence permit are not expected to be significantly relaxed. Furthermore, the new law does not apply to asylum or temporary protection, which remain regulated separately.
