In April 2026, the government approved amendments to the Travel Documents Act and the ID Card Act. The proposal is intended to unify the procedures for issuing both types of documents, simplify certain tasks for citizens and extend the powers of embassies abroad.
One of the main changes is that there is no longer to be a double capture of biometric data when applying for an ID card and a travel document at the same time. The amendment also provides that the citizen will be able to keep the officially devalued passport, similar to what is already possible with the ID card. The possibility of processing an application for a travel document outside the office building, for example at home, in a hospital or in a home for the elderly, is also to be extended, and it is to be possible to collect the document in the same way.
Another practical innovation is that embassies are also to be the issuing authorities for passports and identity cards. According to the Ministry, this should reduce the administrative burden on municipal authorities of municipalities with extended competence and at the same time improve the availability of services for citizens abroad. The proposalalso extends the validity of an ID card after the death of a spo use or partner from the current 45 to 90 days and introduces the possibility to suspend the validity of a passport if a European Arrest Warrant is issued against a citizen. The amendment is proposed to take effect from 1 January 2027.
